Depending on the situation, these may be kept entirely in the dark regarding the Cabal's operations, acting as a convenient front to avoid suspicions. They are alternatively given a very limited insight into that particular member's endeavors, being given generous pay in return for loyalty, and for not asking unnecessary questions. Those in the latter group are also rather openly told that any lapse in loyalty or secrecy will be retaliated against harshly.
