<p>The Cabal has a few factions which they've more or less propped up to serve specific functions. This includes the privateer captains of the Krakenbone Archipelago, who they instigated into taking control of the archipelago through a coup. The Cabal use these privateers to discretely transport goods, so that it can not be traced back to members of the Cabal should a shipment be compromised. The Cabal are also behind the Vessaia movement, being behind it's very creation. They use the Vessaia to undermine the non-aligned rulers in Marcandria, acting as rebels who also want to get rid of Marcandria's current inequality and unfairness. While this goal is very similar to what the Cabal itself wants, the Cabal itself sees the members of the Vessaia as simple fools not worthy of becoming members, that the Cabal can use to preoccupy and distract the Marcandrian nobility.</p>
