A person's position outside the Cabal might be so that only some of these actions are of use to the Cabal, and thus the Cabal has no need to ask of the other ones. The Cabal also does not benefit from asking something that that member cannot accomplish, and thus tend to keep to tasks that they know the member has some skill in to the extent possible.
