Advancement when it comes to the Cabal is thus almost entirely based on merit. The Cabal will reward good service by improving and expanding on what the person's been promised in the Cabal's new world order, operating as a motivator where ultimately those who have aided the Cabal the most are promised the most prestigious positions.
