<p>The Cabal are accurely awaare thaat they'll stand little chance should all the other influential actors in Marcandria unite against them-which is one of the primary reasons as to why they put so much emphasis on operating from the shadows, with their schemes remaining unnoticed.</p>
<p>General strategy in regards to other influential actors are to recruit those they can to their cause - either willingly or forcefully. The rest they aim to turn against each other, to keep them occupied-with their sights away from the Cabal's endeavors - as well as to drain their resources. They thus seek to consolidate and expand their own influence, coverrtly, while keeping their adversaries divided and pitied against one another. They also seek to create internal conflict in severaal of the faactions. Generally want adversaries to be roughly evenly matched, so thaat insteaad of one stomping their other, they end up in a prolonged attritional conflict that leaves both sides so weakened thaat they pose no threaat to the Cabal's plans.</p>
<p>The road to this ultimate goal is complicated and multi-faceted, involving the manipulation and ulitlization of all the other powerful actors within Marcandria. Below are the overarching aims regarding each of these actors:</p>
