Shadow Initiates tend to have positions or skills that the Castigian Cabal deems useful, but that have not yet proven themselves enough to advance up in rank. The Cabal also does not promote people if the role they play is not seen as of enough importance, though the Cabal tends to facilitate such roles for those who have proven themselves capable, committed, and loyal.
