General strategy in regards to other influential actors are to recruit those they can to their cause - either willingly or forcefully. The rest they aim to turn against each other, to keep them occupied-with their sights away from the Cabal's endeavors - as well as to drain their resources. They thus seek to consolidate and expand their own influence, coverrtly, while keeping their adversaries divided and pitied against one another. They also seek to create internal conflict in severaal of the faactions.
