The Shadow Initiate makes out the outer circle of the Castigian Cabal. They are typically members of other factions, who hold positions or has access to something the Cabal would deem useful. Their tasks include information gathering, influencing and manipulating the faction they're in, sabotaging it, instigating internal conflict, manipulating and potentially siphoning off finances and resources, spreading propaganda and disinformation, coercion and extortion, and (with the help of the Cabal) seek out strategic positions within the other faction.
-An accountant might be tasked with subtly manipulating financial records, possibly to siphon off some to the Cabal. They may be asked to manipulate reports going to their superiors to make some other member of the organization, that the Cabal sees as an obstacle, in trouble with their superior. A personal assistant might be tasked with gathering information on their superior, manipulating and selecting what information they receive in a way that pushes their decision towards an action that the Cabal sees as beneficial (or least detrimental). They may also be tasked with subtly breaking down relations between their superiors and other influential figures, such as clients, suppliers, partners, or allies.

Those who have neither have instead a set of skills that the Cabal deems useful.
