This book is basically a research memorandum. The initiative is described as being created as a new Department under the Meranzeum organization, with its official goals being “general magical research with the aim of using the arcane techniques developed and discovered here for the benefit of the Marcandrian people”. The memorandum makes it clear that while this official goal is true, and will be part of the Conciri's endeavors, their primary responsibility of suppressing and seeking ways to reverse to curse afflicting the Concalian ruins is to remain secret - to avoid spreading panic among the Marcandrian population.
