+The Shadow Initiate makes out the outer circle of the Castigian Cabal. They are typically members of other factions, who hold positions or has access to something the Cabal would deem useful. Their tasks include information gathering, influencing and manipulating the faction they're in, sabotaging it, instigating internal conflict, manipulating and potentially siphoning off finances and resources, spreading propaganda and disinformation, coercion and extortion, and (with the help of the Cabal) seek out strategic positions within the other faction.
Most outer circle members are only given a subset of the types of tasks mentioned above. A person's position outside the Cabal might be so that only some of these actions are of use to the Cabal, and thus the Cabal has no need to ask of the other ones. The Cabal also does not benefit from asking something that that member cannot accomplish, and thus tend to keep to tasks that they know the member has some skill in to the extent possible. Asking a frail secretary to mete out an enforcer-like task just to get beat tend not to serve the Cabal's interests. This doesn't mean they wont push the member outside their comfort zone—as doing so is viewed as a way for them to prove their commitment and loyalty. It isn't true loyalty or commitment if it's always easy.
