Core, Inner Circle, Middle Circle, Outer Circle?
People gain rank through acts of loyalty, combined with how useful they are to the Cabal. Cabaal actively seeks to prompt up those who continuously prove themselves commited and loyal to the cause.
Those coerced into cooperating with Cabal are not considered members. They are simply seen as tools or assets. The Cabal simple seeks to keep them cooperative and firmly control them. The general exchange is that the Cabal gives them orders, with the threat of harming their, their loved ones, or their posessions, should they refuse to mete them out, or should they decide to tell anyone about anything regarrding the Cabal.

The Cabal's inner circle delegate the control of these to trusted members, typically a member in said inner circle, who are then in charge of keeping them firmly under control and make sure they follow the Cabal's wishes and directions.

Prompt: I would like some suggestions for the different ranks for the Cabal, that could fit with what's written in the Beliefs and Goals sections mentioned earlier. I think I'd like something along the lines of an "inner circle" and an "outer circle", but I'd like for there to be a tier in between, and for the very top leadership to have a cool sounding rank above the inner circle again. Also note that the Cabal's members include merchants, artisans, and nobles, who continue their regular occupations even while members. Other members act as for example assassins or as people who convey orders, and have this as their only occupation. It would perhaps be appropriate for these to have different "ranks" in the organization as well.
